City of Hamilton revokes business licence of two residential care facilities

The City of Hamilton announced Thursday (June 25) that it has revoked the Residential Care Facility (RCF) Business Licences for the Rosslyn Retirement Home and Edgemount Manor.

The City of Hamilton announced Thursday (June 25) that it has revoked the Residential Care Facility (RCF) Business Licences for the Rosslyn Retirement Home and Edgemount Manor.

On June 15, 2020, the Retirement Homes Regulatory Authority (RHRA) revoked the license for Rosslyn Retirement Home and this resulted in the expiration of the property’s licence to operate, pursuant to section 8(5)(e) of the City of Hamilton Licensing By-law 07-170 (Bylaw), a press release says.

Currently, the Rosslyn is vacant and residents remain in the hospital after an outbreak of COVID-19 forced the evacuation of the facility in May.

Since then, 16 residents have died from the virus.

The City says they continue to work with the RHRA to determine appropriate supports for the surviving residents going forward.

The licence holder of the Rosslyn may seek to renew their license and if refused, may appeal before the Hamilton Licensing Tribunal, the release says.

Edgemount Manor has been closed since September 2019, after a fire at the facility forced its closure.

During the fire on September 25, residents were evacuated and eventually relocated to other RCF facilities owned by the same operator.

To ensure that the facility meets By-Law requirements, the City of Hamilton has temporarily suspended the RCF licence for this property. This suspension will remain in effect until the City is satisfied that the facility is ready to resume operations. The licence holder of Edgemont Manor has the right to a hearing before the Hamilton Licensing Tribunal.
