The Local Planning Appeal Tribunal (LPAT) recently announced their approval of an application for a 7-storey building, located at 1085 Clearview Ave. in Burlington with reduced parking rates.
An application for the proposed development was initially submitted in 2019 to amend the Official Plan and Zoning By-law for the subject lands.
The initial proposal, a 6 storey, 160 unit residential apartment building was proposed with 203 parking spaces, 154 of which would be located in a below-grade parking structure with 49 spaces provided at grade.
While staff at the City of Burlington supported the application, they did not however support the reduced parking rates that were approved by LPAT.
While the applicant proposed 1.1 spaces, Burlington’s parking rate is 1.25 spaces per unit.
The LPAT stated that the property is “suitable for intensification and reduced parking rates given the proximity within 250 m of the Aldershot GO Station Major Transit Station Area (MTSA).”
The Provincial growth plan as well as City and Regional official plans all call for intensification around MTSAs as well as reduced parking standards to support such development.
While the city acknowledged that the existing parking standards in the City Zoning Bylaw are outdated, they agreed that further study needs to be done for parking within Intensification Areas.
The project will now be proceeding to the site plan stage which has been undelegated from staff to Council for approval.
Additionally, this will provide an opportunity for the community to contribute their input.
Once the project moves into the construction phase, a construction management plan will be developed that will cover dust mitigation, haul routes, contractor parking and more.
